Public Policy Survey in Odisha: Understanding Perspectives from the Ground
Understanding citizens’ experiences, awareness, and priorities through field-based research across Keonjhar and Sundargarh
Public policy is ultimately experienced at the community level. Government programmes and public services may be designed at the policy level, but their impact is understood through the experiences of the people who interact with them.
Recognising the importance of these ground-level perspectives, Hetal Elevate Research conducted a comprehensive Public Policy Survey across Keonjhar and Sundargarh districts of Odisha.
The survey focused on understanding citizens’ perspectives, awareness, experiences, and feedback related to government policies, public services, development priorities, and key socio-economic issues.

Taking Research to the Ground
Policy research becomes more meaningful when it is connected with the experiences of communities. A field survey provides an opportunity to engage directly with citizens and document their perspectives in a structured manner.
The Odisha survey was designed around this principle. Field operations were undertaken across two districts with the objective of collecting primary information from communities and understanding issues from the perspective of people experiencing them at the local level.
Rather than viewing policy only through administrative or institutional information, field research brings attention to how citizens perceive and experience public interventions in their everyday lives.
Geographic Coverage
The survey covered two districts of Odisha:
Keonjhar
The field exercise covered communities across Keonjhar to understand local perspectives on government policies, public services, development priorities, and socio-economic concerns.
Sundargarh
Field research was also undertaken across Sundargarh, capturing citizens’ experiences and perceptions relating to public services, government initiatives, development, and community-level priorities.
Together, the two districts provided the geographic setting for a structured field exercise focused on grassroots perspectives.
What the Survey Focused On
The research explored several areas relevant to public policy and community experiences, including:
Awareness and experience of government policies
Access to and perceptions of public services
Development priorities at the local level
Experiences with government initiatives
Community-level socio-economic concerns
Citizens’ perspectives and feedback on public issues
These areas help create a broader understanding of how people perceive policies and services within their own social and geographic contexts.
Why Ground-Level Perspectives Matter
Policy decisions require evidence. Administrative records and official data provide important information, but they do not always capture the complete picture of citizens’ experiences.
Field-based research adds another layer by bringing community perspectives into the research process.
Citizens can provide information about their awareness of programmes, experiences with services, local priorities, and concerns that may not be visible through secondary data alone.
For this reason, systematic primary data collection can play an important role in policy assessment and stakeholder understanding.
A Structured Field Research Approach
The Odisha Public Policy Survey followed a structured fieldwork process.
The work involved understanding the research requirements, identifying the geographic and respondent requirements, organising field operations, collecting primary information, and maintaining quality throughout the survey process.
Field teams worked within local contexts while following established survey procedures. Attention to geography, community characteristics, respondent engagement, and field conditions formed an important part of the exercise.
Quality control was also integrated into the field process to maintain consistency and reliability in the collected information.
From Citizen Perspectives to Policy Understanding
One of the central purposes of public policy research is to create a connection between policy questions and people’s experiences.
A field survey cannot answer every policy question by itself. It can, however, provide structured evidence about what citizens know, experience, perceive, and prioritise. The information collected through the Odisha survey contributes to this broader understanding by bringing primary, community-level perspectives into the research process.
